New York. which uses a literacy testand which will continue to have a literacy test notwithstanding this legislationhad 74.5 percent of its citizens registered. while North Carolina. which uses a simple literacy test. had 76 percent of its voters registered. Now. would it not be reasonable to expect that a voting bill designed to secure the right of citizens to register and to vote would touch both North Carolina and New York alike? This is not true. however.
