We hear much these days of making things up to socially deprived groups. We are urged to support all kinds of programs to aid those who society has supposedly until recently ignored. I support these programs. but I insist that they have interwoven among them the strong fabric of selfhelp. and this includes the process of linguistic assimilation which has characterized the long. hardwon :success story of our many immigrant groups whose sons sit by the scores. by the hundreds in this House today. It will be said that the Spanishspeaking poor in New York will profit from their increased political strength. I rather think that it will be unscrupulous political leaders who will profit.
