It applies only to certain forms of past discrimination in a few States while it ignores possible present discrimination in several of its many forms and in many of our States. The fair and effective enforcement of the 15th amendment calls for precise identification of offenders. not the indiscriminate scattergun technique evidenced in the 50percent test. H.R. 6400 automatically suspends any and all literacy tests and devices in States reached by the automatic triggering formula. On the other hand. H.R. 7896and 7897 attack the State abuse of literacy tests by prescribing a limit. based on congressional finding. which a State may not legally exceed. The committeeCeller bill makes no allowance for provisional voting. whereas the FordMcCulloch bill does so. protecting the integrity of the votes of those who have waited so long and fought so hard for full representation. The committeeCeller bill Is most inadequate with regard to voting frauds.
