Session #89 · 1965–67

Speech #890083468

It will not be the first time for a such to boomerang. The learning process is a slow one. The Voting Rights Act has at least one builtin boomerang. Granted today It will affect only a few Southern StatesAlabama. Georgia. Louisiana. Mississippi. South Carolina. and Virginia. Tomorrow it may affect several Northern States. or all the States. for it effectively nullifies the constitutional right of States to qualify voters. In New York State they have a literacy test. In New York City this test disqualifies large numbers of Spanishspeaking Puerto Ricans. It so happens that in the 1964 election more than 50 percent of the adult eligible New Yorkers voted.
