The past 20 years. one of the most eventful periods in the entire history of mankind. have shown us the value of having such an international organization. Crises in the Gaza Strip. the Congo. and Cyprus. among others. have demonstrated the constructive contribution that such a body can make to world peace. The activities of the United Nations subsidiary organizationsthose dealing with food. refugees. and education. to name only threehave also. beyond any doubt. proved their usefulness. At the same time. we see the United Nations in a state of financial crisis. and crippled in Its ability to undertake further peacekeeping efforts. We must recognize not only the achievements. but also the limitations. of this organization.
