On page 10 of the report to which I have referred appears a statement concerning a case in which recipient of financial assistance under the G.P.A. program was not eligible for such assistance at the time he applied for the assistance. Why? Because he had not lived in the District for 1 year immediately preceding his application for assistance. We are told. "It will not happen. How can these migrants be attracted to the city by the AFDCUP program when there is a 1year residence requirement?" Very well. Let us see. The Investigative unit notified the PAD that the recipient had not met the residence requirement.
