At the request of many of my constituents in Birmingham who join with me in the belief that the restoration of freedom to those nations now under the domination of communism must be accomplished by active national protest rather than passive words. I introduced House Concurrent Resolution 421 which asks that the President of the United States bring the Baltic States question before the United Nations to demand that the Soviet Union withdraw all Soviet troops. secret police. agents. colonists. and all controls from Lithuania. Latvia. and Estonia. and to return to their homes all Baltic exiles and deportees from Siberia. prisons. and slave labor camps in the Soviet Union. and to request that free elections be conducted in the Baltic States under international supervision to return the right of selfdetermination to the peoples of these states. The United States has continuously maintained diplomatic relations with the Governments of the free Baltic Republics of Lithuania. Latvia. and Estonia and has refused to recognize their seizure by force by the Soviet Union.
