Session #89 · 1965–67

Speech #890067547

We are not affected by the failure to continue Public Law 78. To the contrary. both in the initiation and in the first passage of Public Law 78. and always thereafter. and in the final action. that question was reserved for different handling. because we never have asked Uncle Sam to take jurisdiction of the handling. nurturing. fathering. and mothering of these people who come in here as supplemental labor. as was done in the case of Public Law 78. We are perfectly willing to rely upon our own people to do the right thing. under rather strict regulations of the Commissioner of Immigration and under the strict supervision. always reserved by the health authorities and the economic authorities from the coloniesI call them colonies. although I believe some of them now constitute one or more dominionsbecause they take good care of their people. and they very carefully choose the ones that they send here. As the Senator knows. because we have discussed this subject before. I have personally been to Nassau when these workers were being selected from the Bahamas.
