There is no doubt about that. That is as far as I understood the intention of Congress to go. Anyone reading the debate is bound to come to the conclusion that Public Law 414 was deliberately left unaffected. Attention was called to the importance of Public Law 414 to a large part of the eastern section of the country and to the fact that some workers under Public Law 414 were coming into California. just as they are now. and are not included in the 2.500 who were admitted under the recent action of the Department of Labor and the Immigration Service.
