Mr. Speaker. on May 24 President Johnson presented the Small Businessman of the Year Award to 46yearold Dominic Donatello. an Alaskan manufacturer. the son of an Italian immigrant. who turned a parttime basement business into a modern soap and animal feed plant employing seven persons. The President awarded the bronze plaque to Donatello at a ceremony in the White House rose garden for "best exemplifying the imagination. initiative. independence and integrity characteristic of Americas millions of small businessmen." Again and again I have reminded my colleagues in the Congress that there are hundreds and thousands of Donatellos in every country of the world. and if America is to remain strong. we cannot lose this brainpower. We cannot afford to lose the imaginative spirit of the pioneers. who developed and made America as strong as it is. These early pioneers possessed strength. determination. initiative. imagination and the ability to create. These very same qualities are reflected in Donatellos contribution to the United States. Therefore I call upon the Members of the Congress to repeal the antiAmerican section of the present immigration law. the national origins quota system. Only in this way can we continue to portray to the world that we believe in the principles we enunciate. that all men axe created in the image of God. and that all men are to be judged on their merits alone.
