Emergency action was needed in this situation. with crops already ripe in the fields and the labor being readied for repatriation. The Attorney General was most cooperative and understanding of the problem. Under Public Law 414 the At torney General is charged with the responsibility of administration of the immigration laws. and thus he is required to act on importation and repatriation of agricultural workers. By practice of the Justice Department. the Secretary of Labor has been consulted as to the availability of domestic farmworkers. I am certain that our experience this year has proved the need for new procedures in the administration of Public Law 414.
