If we turn to the proclamation today. we find it alive with the past. the present. and the future of Israel. The dreams are untarnished. the goals are within grasp. Indeed. in one paragraph of the proclamation. we can trace much of the history of the independent Nation of Israel. Permit me to quote that paragraph. for it provides the theme of the remarks I intend to make today: The State of Israel will be open to Jewish Immigration and the Ingathering of exiles. It will devote itself to developing the land for the good of all its inhabitants. It will rest upon foundations of liberty. justice. and peace as envisioned by the prophets c Israel.
