However. we must keep in mind that there is a very confused situation in Santo Domingo and that at present and for some days past. there has been no government in control. In the meantime. confusion and chaos reign in certain parts of the city of Santo Domingo and many hundreds of lives have been lost and many hundreds of people have been wounded. I think it wise that a protective zone has been set up for refugees within and on the outskirts of the city. I approve of what the papal nuncio has done to bring about a ceasefire and I am happy that the Secretary General of the OAS. Jose Mora. is in Santo Domingo and that. subsequent to his arrival a fiveman delegation representing the OAS has landed on the island. in order to assist in the process of making the ceasefire effective and in bringing some degree of order out of the chaos and disorder which exist.
