Today I wish to speak particularly as a representative of the people of the 9th District of Illinois. which is located in the city of Chicago. Chicagos development has been largely determined by its surrounding waters. Early ship traffic did much to make it an economic and communications center. the Nations second largest haven for immigrants of many nationalities and a pioneering city for inventors. architects. and businessmen of all kinds. Blessed with a great diversity of people .and talents. and the space and resources in which to develop those talents. Chicago became the largest city of the Great Lakes.
