Mr. President. April 24 marks the 50th anniversary of the massacre of the Armenian population of Turkey. On that date in 1915. the Turkish Government began a program of mass deportation and genocide. in an effort to end the socalled Armenian question. That government was motivated in part by a fear that Turkish Armenians might join an invading Russian army. But the program was executed with unparalleled barbarity. and. 50 years later. it speaks out to us as an example of mans inhumanity toward his fellow man. Since that time. we have witnessed attempts by others to exterminate a persecuted minority: In that respect. both World Wars have scarred mans conscience.
