Are we going to be big enough as a Nation to return to our ideals and say to the world that we are now ready to sit down at an international conference table. not controlled by the United States. not controlled by Red Russia and North Vietnam or Red China. or the Vietcong. or the South Vietnamese but a conference table at the head of which sit the representatives of the noncombatants? In my judgment. that is our only hope to avoid a war. because we are about to escalate it now by sending over there increasing thousands of American men. We shall leave the Asiatics no choice but to respond. I fear that we shall be bogged down there for 10. 20. or 25 years. and then there will be no victory. because a military victory will not produce a peace.
