I am convinced that is an excuse. not a reason. I simply do not believe very many people are sincerely concerned about supplying more trained and skilled people for our labor market. I have not heard that appeal coming from prospective employers. On the contrary. it comes from the politicians and organized selfishinterest pressure groups as an excuse to justify their desire to have our restrictions broken down so more people can be admitted. Besides. our present law contains the same preferential treatment for skilled people as is proposed in H.R. 2580. Yet I understand that only 2.500 immigrants were admitted because of special skills last year.
