I submit. for appropriate reference. an amendment to S. 1564. the administrations bill to end voter discrimination. My amendment would extend that bill to make sure that no citizen who was educated in an Americanflag school in which the classroom language was other than English is denied the right to vote for failure to pass an Englishlanguage literacy test. I ask unanimous consent that the amendment be printed in the RECORD at the close of my remarks. I think everyone associated with S. 1564 hopes that It will be passed in the strongest possible form. the form which goes as far as law can go in stopping discrimination in the registration and voting processes.
