It is the foodforpeace program which is now sending food abroad at a rate approximating $2 billion per year. Mr. Bell does not have control over other kinds of foreign aid such as the Peace Corps. the InterAmerican Highway. migration and refugee assistance. as well as many international institutions to which the United States provides vast funds. including the InterAmerican Development Bank. the International Bank. the International Development Association. the International Finance Corporation. and many othersall of which are in some respects distributing the largess of the American taxpayer. What has happened is that the gen. erosity of the American people has been utilized to create a multiplicity of national and international institutions spending and loaning our tax dollars to help everyone.
