Why should wages be negotiable with domestic workers when the Government guaranteed a foreign labor supply to the growers? During his trip. Secretary Wirtz while observing asparagus harvesting in northern California asked the ranch owner. "Where are the toilets?" The ranch owner replied in astonishment "What toilets?" He might also have replied. "What decent housing? What decent food? What decent wages? What workmans compensation?"
