Mr. Speaker. the Congress is in the midst of one of the most important deliberations in its historythe hearings on the voting rights bill. Congress must not forget the plight of our Puerto Rican citizens. In New York State many Spanishspeaking citizens have been denied the right to vote because of the English language literacy test. Ever since I have been in Congress. I have introduced legislation to abolish the literacy test. On March 17. 1965. El DiarioLa Prensa published an editorial by its publisher. 0. Roy Chalk. concerning the right to vote for Puerto Ricans. I strongly urge my colleagues to read the following editorial:
