I would like the record to reflect that West Virginia is one of the 26 States that employ supplemental farm labor. . On February 24. Representative HARLEY STAGGERS and I met with several applegrowers from the eastern panhandle counties of West Virginia and a spokesman from the Department of Labor. The purpose of this meeting. of course. was to discuss these new regulations governing the hiring of migrants. On March 3. these same growers conferred with Under Secretary of Labor Robert F. Henning to discuss this perplexing problem.
