Likewise. there was placed in the REcORD at that time a telegram from a Maine State senator who represented Aroostook County. a heavy potatoproducing county. showing that in time of heavy production they needed and used. customarily. from 4.000 to 5.000 Canadian laborers. who were certified for admission into this country by the Department of Labor to augment the local labor force. It is not necessary for me to speak of the tremendous impact of this whole question upon the West. because the record shows clearly that even in the past year under the bracero program and under Public Law 78. now expired. 194.000 Mexicans were employed in agricultural pursuits. That number does not include other numbers of Mexicans who came into this country under the socalled greencard system. which operates under Public Law 414. or the General Immigration Act. The growing importance of this problem has been very clear in recent days. I shall touch briefly on some of the things which clearly show that the policy adopted by the Secretary of Labor is a mistaken one. that it has resulted already in a great loss. and that even if continued it will result in a much greater loss to a larger number of industries than it has. up to now. afflicted. because the production of perishable agricultural commodities in many parts of the Nation has not yet begun.
