Holland. and the Scandinavian countries constitute the most numerous parts of the population of the United States. the immigrant quotas assigned to these nations by the national origins quota system are necessarily larger than the immigrant quotas assigned by the system to other nations in the Eastern Hemisphere. This brings me to what I did say on the hearing. I maintained these propositions at the hearing by questions and statements: First. Those who oppose the national origins quota system embodied in the McCarranWalter Act charge that it discriminates against other nations in the Eastern Hemisphere because of the relatively larger quotas which the national origins quota system assigns to England.
