Mr. Speaker. along with my distinguished colleague from New York. the Honorable OGDEN REID. I have introduced today a bill to tie the test of immigration to an individuals ability and ambition to contribute to the progress of America. The 11point measure parallels the provisions of legislation I sponsored in the last Congress to revise the restrictions regulating U.S. entrance of emigrants. Our immigration practices and policies present a serious situation wholly out of step with our countrys concepts of individual values. This Nations basic law governing who shall pass through the portals of America is now in its fifth decadeunchanged and unrealistic. Therefore.
