Did not the hearings show conclusively that the two areas in California and Arizona where vegetables were being gathered at the time of the hearing in early January were being supplied in adequate quantity with the labor which was brought into Arizona and California by use of green cards under Public Law 414. that they came to work for the day in Arizona and California and returned to Mexico at night? So in the nearby areas of California and Arizona adjoining Mexico there was no kind of difficulty being experienced by the California producers. but that would not apply to the production a little farther north.
