The hearings have now been printed and are available. The authority for the Mexican farm labor program under Public Law 78. 82d Congress. expired December 31. 1964. This leaves the Immigration and Nationality Act. Public Law 414. 82d Congress. as the sole authority for the admission of foreign workers to the United States to provide supplementary farm labor when such labor is needed. Section 101(a) (15) (H) (ii) of that act defines the term "nonimmigrant" to include a nonresident alien coming temporarily to the United States to perform temporary labor for which capable unemployed persons cannot be found in this country.
