The three Baltic countries of Latvia. Lithuania. and Estonia were the first victims of Stalins infamous pact with Hitler that touched off World War II and led to the subjection of all Eastern Europe as part of Russias expanding empire. Yet the strong national traditions of these peoples have survived tortures. massacres. and mass deportations. The failure of the Soviet Union to destroy the feeling of nationalism and hope for Independence of the Baltic peoples should encourage the United States and other nations of the free world to continue their policy of rejecting the legitimacy of the Sovietestablished governments in these countries. The United States has. in fact. always led the nations of the free world in the degree of consistency and thoroughness with which this policy of nonrecognition has been applied.
