This does not mean that we should open the gates to everyone. but it clearly means that we cannot shut our minds to it by rejecting this kind of study and concern. We can disagree with that contention. in good faith and in good temper. but out reaction. response. and attitude toward these people in the world does. indeed. intimately affect the judgment of the world with respect to us. There is real indication that the Communists effectively use refugees to suit their selfish purposes. They make the war effort difficultif such an effort is being engaged inand in every area in the world refugees can be made to be a source of irritation. even to the overthrow of a government. This affects each of us intimately. It is a subject that has no constituency at home to which to account. but I believe it has a very broad appeal to the conscience of all.
