Mr. President. I introduce. for appropriate reference. a bill to remove the discriminatory national origins quota system from U.S. immigration laws. Our present laws. based upon the national origins of our population in 1920. say in effect that persons from Italy. Greece. and Poland. for example. are less welcome than persons from other parts of Europe. They mock the immortal words inscribed on the Statue of Liberty. "Give me your tired. your poor." by adding the qualification "if they come from certain countries only and are not too tired and too poor." I am unalterably opposed to this repugnant philosophy.
