Five successive PresidentsFranklin D. Roosevelt. Harry S. Truman. Dwight D. Eisenhower. John F. Kennedy. and President Johnsonhave all asked for a revision in the present method of choosing immigrants on the basis of their nationality. President Truman said that the idea behind this discrimination was. to put it boldly. that Americans with English or Irish or German names made better citizens than Americans with Italian. Greek. or Polish names.
