Mr. Speaker. the Subcommittee on Immigration and Nationality has not completed public hearings on pending immigration legislation this morning as planned. These hearings have been in progress over a course of 3 months. An impressive record of fact and opinion has been compiled on this vital issue. I regret to report that our subcommittee has run into another serious obstacle in the orderly procedure which have governed our work. This time an obstacle is preventing the printing of our hearings and thus making them unavailable to our colleagues and the interested public. The obstructer is Congressman EMANUEL CELLER of New York. who is chairman of the Committee on the Judiciary.
