Even though some of its provisions were modified by the McCarranWalter Act. the basic concepts inimical to sound policy today remain in the law. The total quota figure in itself is not a problem. but the application of the distribution formula again violates our concepts and runs contrary to our understanding and our ideals. The figures released by the Government indicate that in the last decade 21/2 million persons entered as Immigrants--yet only about 11/2 million of these entered through the McCarranWalter Act controls. The others were the recipients of some eight or nine special statutory acts passed by the Congress as well as under special regulations and other arrangements. These facts in themselves dictate a reformation of the present regulatory provisions.
