Speaker. the bill which I have introduced is a very modest proposal. The overwhelming weight of testimony taken before Subcommittee No. 1 to date supports it. Our heritage as well as our commonsense supports it. It is not a panacea for all the problems and disagreements which afflict our immigration program. But it does provide a reasonable remedy to three major problems and the opportunity for Congress to observe some of the basic principles of H.R. 7700 in practice for a 2year trial period. during which Congress undertakes a full and objective review of all the factors upon which a sound national immigration policy must be based.
