Mr. President I cannot let this occasion pass without payifig tribute to the role played by the junior Senator from New Jersey . in the formulation of many of the pioneering aspects of this program. For years the champion of the poorest of Americas poor. her migrant farm laborers. the Senator from New Jersey now enjoys the hardearned satisfaction of seeing much of what he has so long fought for translated into law. For in this poverty bill today are provisions for sanitation. day care. education and housing for our migrants and their children. His years of work as chairman of the Senates Subcommittee on Migratory Labor have now achieved a success for which we can all be thankful. Also in this bill is a provision enabling Americans to serve in the war against poverty at home. as they have done so well in the Peace Corps in the struggle against disease and ignorance abroad.
