I do not mean to minimize the gravity of my proposal. but we are left no sure alternatives. Before closing. I would like to point out for the record what my amendment does not do. It would not require or encourage any particular kind of legislative apportionment. It would merely put the decision back into the hands of the peoples elected representativesback where it belongs.
