It is much more severe today than was the coming of the defense plants or defense installations in 1950 or 1951. At the same time that this is happening in the cities. they are in a poorer position to meet the problem. As the migrants from the South. both black and white. move into our major cities. the upper and middle income families tend to move out to the sfiburbs. Therefore the cities are losing a large part of their taxable capacity. at the same time that they are called upon to meet the increased problems which are thrown upon them. This is a situation which must be dealt with. I recognize that at this late hour. it is impossible to amend the bill from the floor. but it is a problem which the country should face. and should do so at the earliest opportunity. or we shall have many more Harlems and many more Rochesters. In the past the cities have been the great Americanizing influences. which have enabled us to permit millions of immigrants from abroad to rise socially. educationally. and politically. They are now called upon to perform an even more difficult task of absorbing an internal migration with reduced resources. I hope very much that Congress can deal with this problem at the earliest opportunity.
