I feel that the Washington police. by this action. have tarnished their reputation for tact and restraint in the handling of demonstrators. I do not know whether this was due to bungling at police level or to orders from a higher level. But it is a sorry situation when people who come to Washington to demonstrate for the freedom of Cuba are pushed around in this manner. I am asking the Washington Police Department and the Cuban refugee leaders for their respective accounts of yesterdays events. I am also asking the State Department whether it issued any instructions relative to the handling of yesterdays demonstration. If the evidence indicates the need for further clarification.
