Mr. Speaker. the plight of the migrant worker In America must no longer be overlooked by the Congress. The President has declared a war on poverty in our country and it is imperative that we take favorable action on the pending legislation affecting migrant workers who are probably the most povertystricken group in America. I have prepared a statement on the subject of the Migrant in America which contains many facts illustrating the need of the Congress to take effective action on behalf of approximately 2 million migrant workers and their families and I respectfully request this statement be so that my colleagues will be reminded of the great need for passage of effective legislation to help these 2 million Americans whose needs have been largely overlooked in the past. The statement follows:
