As the gentleman knows. if we do not spend the amount of money necessary. for example. for teacher training for 100 teachers. which might be only $100.000. we might in turn cost 50.000 students. over a period of 20 years. their opportunity for a better education. I would add that adequate funds for international organizations and programs are important. UNEF. on the Sinai border. UNRWA. which affects refugees. or UNICEF are vital programs. If we cut them. we will be doing something harmful. in my judgment. We should fully support the peacekeeping machinery in the Near East. and certainly we should support childrens programs through UNICEF.
