Israels biggest crisis. after repulsing the original Arab onslaught. was in 1956. when continued Arab harassment and the bar on Israeli shipping through Suez finally led to the Suez war. The only gain from that unfortunate affair was that Nasser did learn. to his dismay. that Israel was no paper tiger to be taunted at will. but a formidable and determined outpost. Those years saw efforts by the United States to bring peace to the Middle East. efforts to resettle the Arab refugees whom the Arab States have used as propaganda pawns in their cold war with Israel. efforts by Eric Johnston to find an equitable solution to the Jordan waters issueand these. by the way. are only now bearing fruit in Israels diversion program. But every initiative ran into the hard wall of Arab intransigence. I remember also my own efforts. cosponsoring with Senator DOUGLAS the freedom of the seas amendment to the foreign aid bill. to insure that the Suez Canal would be open. as guaranteed. to the ships of all nations.
