Action by the Federal Government should. to the maximum extent practicable. be taken in consonance with the preservation of States rights. By and large. this bill gives the States an opportunity to carry out their responsibilities first. and then. if they do not do so. the Federal Government steps in. Under title I. voting rights. for example. if a State wishes to have a literacy test requirement. it need have no fear of Federal Government action unless the test is conducted in a manner which discriminates against some of its citizens. In other words. all that State has to do is exercise its responsibility to see to it that such tests are conducted fairly. I think it well to point out that this bill makes it very clear that such controversial and community oriented problems as the busing of schoolchildren from one district to another and the sale or renting of privately owned housing according to the preference of the owner are left to the State and local governments for resolution.
