In the ebb and flow of American history. no legislation of greater importafice has come before the Senate than this farreaching and comprehensive civil rights bill. The omnibus measure would prohibit discrimination in seven areas. First. In voting: Many millions of Americans are being denied this fundamental right by unfair use of literacy tests and by registrars who discriminate against them. The bill would create a legal presumption that anyone with a sixth grade education is literate. It would bar discriminatory use of literacy tests and direct election officials to disregard immaterial mistakes such as misspelling. It gives the Attorney General new authority to speed and simplify enforcement of voting rights laws enacted in 1957 and 1960. Second.
