First. Section 101 provides. on page 3: That the Attorney General may enter Into agreements with appropriate State or local authorities that preparation. conduct. and maintenance of such tests in accordance with the provisions of applicable State or local law. including such special provisions as are necessary in the preparation. conduct. and maintenance of such tests for persons who are blind or otherwise physically handicapped (to meet the purposes of this subparagraph and constitute compliance therewith. There can be no doubt that this means the Attorney General can. at his discretion. exempt States which require literacy tests. I cannot imagine that the present Attorney General or any likely successor would exempt the South from this provision. The political necessities of the North require the Attorney General to meddle constantly in local southern affairs.
