We heard his remarks with admiration. Now. I intend to make a declaration of immigration policy on the part of the administration in Washington. which I am sure will bring comfort to most of not all the members of the Intergovernmental Committee on European Migration. We feel in the United States that the time has come for a review and a revision of the U.S. immigration laws. They must be liberalized in the interests of smaller nations. They are presently Inflexible and permit of little or no discretion on the part of the administration In the interests of equality and in the interests of humanity. The socalled national origin theory of immigration which you have heard a great deal over the years must eventually be discarded. It is anachronistic. it is unjust. likewise. rigid inflexible quotas must be cast Into limbo. Mr.
