Mr. President. I have discussed and am discussing at length the refugee problem. not because it is the real source of the conflict. but because it is the result. It is the outward symbol. continually cited by the Arabs to explain their intransigence against Israel. The real issue. as King Hussein stated on "Meet the Press." is the existence of Zionism. that is. the historic and cherished ideal of the Jewish people to achieve a national homeland. I need not dwell upon the origins of Zionism. It was the dream of the Jewish people through centuries of discrimination and persecution.
