Mr. Chairman. this is 1964. and the appropriation bill is for 1965. The Bay of Pigs operation was gone into on many previous occasions. If we wish to refresh our minds on that period. we should remember that this operation was originally conceived in the previous administration. An arrangement was set up whereby it was believed that through an invasion by Cuban refugees the island could be libberated. It turned out that the plan which was developed initially in a previous administration and later implemented by the Kennedy administration proved to be a failure. It proved to be an embarrassment.
