Mr. Speaker. our late beloved President John Fitzgerald Kennedy last July proposed changes in our Immigration laws which would eliminate the discriminatory national origins quota system by 20 percent per year over a 5year period. and thereafter will place all quota numbers in one pool. Therefore. unused quota numbers from northern European countries will benefit the split families of American citizens who have been forced by our present restrictive immigration law to remain behind in southern European countries. I am proud to say that I am one of the sponsors of this legislation proposed by our late President Kennedy. and by President Lyndon Johnson in his state of the Union address last January. Ever since coming to Congress in January 1953. I have sponsored somewhat similar legislation to liberalize the national origins quota system which has worked inhumane hard1ships on the relatives of American citizens who remained behind in the Mediterraneansouthern European countries. I think that all of my colleagues who have sponsored this legislation will be interested in reading an editorial from the April 16 Washington Post entitled "Whom We Shall Welcome."
