As everyone knows. this situation is the most difficult in which we are now engaged. The United States has been engaged there for 10 years. ever since the French debacle in Dien Bien Phu. assisting the free government of South Vietnam in its efforts to establish security. peace. and progress in that country. In the middle 1950s the effort was primarily to establish a new government for South Vietnam which could take care of the large number of refugees from North Vietnam. In those years the Communists in North Vietnam expected momentarily that the Government of South Vietnam would collapse and the area would fall into their hands. Thanks to U.S. aid and the efforts of the South Vietnamese people. this did not happen.
