They show that the progress of Florida has. in the main. so appealed to Negro citizens that many of them have come to us from other States of the Nation. and our Negro population is increasing at a rapid rate. I continue further: Floridas experience is also unique among the States of the Union in that it has been and is the host to a tide of refugees from foreign tyranny. numbering onequarter of a million people. These people. with a different language. and a different culture. have been absorbed and assimiliated into our cities. our schools. our hospitals. and our homes. The conduct of the people of Florida has been such as to bring credit to our Nation.
